The Seventh National Development Plan (7NDP) Annual Progress Reports (APRs) contain information on the assessment of progress made in the implementation of policies, strategies and programs based on the Five Strategic Development Areas of the 7NDP, namely: (1) Economic Diversification and Job Creation; (2) Poverty and Vulnerability Reduction; (3)Reducing Developmental Inequalities; (4) Enhancing Human Development; and (5) Creating A Conducive Governance Environment for A Diversified and Inclusive Economy. The reports were produced during the 7NDP period which ran from 2017 to 2021.

The purpose of compiling NDP annual progress reports is inform the nation on the annual performance of the NDPs based on set annual output targets. This is in the spirit of pursuing the principal of development accountability to the public for the agreed development results set out medium term development frameworks which are vehicles towards attainment of National Vision 2030 aspirations. The APRs also present annual budget performance assessments towards NDP programmes. From 2016, the assessment of progress on NDP performance has been in two main parts; the Detailed APR and Summary Analytical APR.

The process of compiling the APRs involves Ministries, Provinces and Other Spending Agencies (MPSAs) reviewing performance of their ministerial outputs and outcomes based on agreed performance indicators and targets contained in the 7NDP Implementation Plan. The MPSAs feed into the inter-sectoral Technical Working Groups (TWGs) representing the Key Result Areas of the Plan and these bodies review and consolidate cross-sector performance progress reports which are reviewed, validated and consolidated into the NDP Strategic Development Area (Pillar) Report by the Cluster Advisory Groups (CAGs). The CAGs reports are further analysed and consolidated into Detailed and Analytical Summary Annual Progress Reports which are presented to the National Development Coordinating Committee (NDCC) before finalisation and eventual publication.
